You don't need to know anything about the timesheet system to appreciate what a truly idiotic prompt this is.

Agreed... There is little about this tool that is optimal.
I know this is a really old post, but I can confirm that if you fail to click 'YES', either by closing the browser or clicking 'NO', your timecard is actually NOT submitted. The confirmation message should actually be, "Are you certain you want to submit your timecard."
2 times this month I was told I didn't submit my timecard, and I was left scratching my head because I could distinctly remember doing it. It turns out that I may not have been clicking the YES button after clicking the SUBMIT button.
